Brittany Silvestri

Shenandoah County

CLC, Supervisor, and Resource Specialist

Brittany has been with Healthy Families since March 2021 in the role of Supervisor, Family Support Worker, and Family Resource Specialist. Brittany was born and raised in Shenandoah county and graduated from James Madison University with a Bachelor’s of Social Work in '11. Brittany loves working with families from all different walks of life, spending time with her husband, three children, extended family and friends, and being outside in nature.

Mandy Duley

Page County

CLC, Supervisor, and Resource Specialist

Mandy moved from Southern Maryland to Harrisonburg to attend JMU, graduating with a BSW in 2013. She began her career as a Senior Investigator with Harrisonburg Rockingham CPS until 2021 when she transitioned to becoming a Supervisor with the Page Healthy Families site. Mandy's desire is to help Page families find stability and prevent child abuse and neglect. She resides in Page County where she raises her three children.

Nichole Derflinger

Shenandoah County

Family Support Worker 

Originally from Shenandoah County, Nichole started working at Healthy Families Shenandoah County in 2023 and is excited to contribute to her home community. She enjoys spending time with her husband, children, family, and friends, and is always looking for new adventures. Nichole's favorite part of being a home visitor is forming a bond and trust with the families that allows her to help them be the best versions of themselves for their children.

Christy Custer

Family Support Worker

Christy Custer resides in Shenandoah County where she raised a son and daughter. She started with HFSC in 2023 and is thrilled to be giving back to the community where she was born and raised. Christy enjoys meeting and getting to know new people. What she loves about working with HFSC is helping foster positive change in families that she has the pleasure to work with.

Becky Kipps

Shenandoah County

Family Support Worker & Resource Specialist- Bilingual

Becky serves both English and Spanish speaking families as a Family Support Worker and Family Resource Specialist in both Shenandoah and Page Counties. Parent education, literacy, school readiness, & child development are part of her interaction with families. Her joy has been to walk with young families, seeing them overcome obstacles to thrive. Now, semi-retired, Becky enjoys time with her husband of 43 years and grown children.

Destiny Campbell

Program Data and Outcomes Specialist

Destiny is currently a Psychology student at James Madison University. She is originally from Page County and has recently joined the team. Destiny is very passionate about child development. She enjoys reading and sharing her knowledge on anything psychology. Her favorite thing about working with Healthy Families is spreading the word about what Healthy Families has to offer. Destiny is excited to be back making a difference in her community.

Yvonne Frazier

Program Manager

Yvonne has been the Program Manager for the Healthy Families Shenandoah and Page County sites since 2005. She grew up in Shenandoah County, graduated from JMU with a B.S.W. in '83, and returned to the county to raise her four children. Her main interest is in helping others meet their potential, whether they are students, staff, or families.

Jolynne Bartley

IIHHS

Jolynne is the Associate Director of Children & Youth Programs at JMU’s Institute for Innovation in Health & Human Services. She holds a BA in Art Education & an MA of Public Administration. Jolynne works with staff and manages the administrative, logistical, and programmatic elements that ensure successful implementation of four grant-funded programs, managing over 1 million grant dollars annually. She loves running and biking in the mountains and playing with her three dogs.
